QUALITY TRAFFIC CRASH REPORTING HOT TOPICS CRASH DATA SAVES LIVES! 7 OBJECTIVES 1. DATA IMPORTANCE ~ WHO CARES? 2. DATA USES ~ INSURANCE MYTH 3. HOT ISSUES ~ A.C.T.

NOW 8 CRIMES vs CRASHES HAVE YOU BEEN IN A TRAFFIC CRASH? HAVE YOU, OR HAS SOMEONE YOU KNOW BEEN THE VICTIM OF A SERIOUS CRIME? 9

CRIMES vs CRASHES CRASH RELATED PROPERTY LOSS OFTEN EXCEEDS THE DOLLAR AMOUNTS INVOLVED IN CRIMES SUCH AS BURGLARY AND THEFT ACCURATE CRASH REPORTS ARE VITAL

10 MINOR vs SERIOUS CRASHES THE SEVERITY OF THE CRASH SHOULD NOT AFFECT THE IMPORTANCE OR QUALITY OF DATA 11

WHEN YOUR AGENCY INVESTIGATES A CRASH INVOLVING 1. DEATH 2. INJURY 3. DAMAGE TO ANY ONE PERSONS

PROPERTY EXCEEDING $500 IF ANY DRIVER IS NOT INSURED, OR $1,500 WHEN ALL DRIVERS ARE INSURED (EFFECTIVE JANUARY 1, 2009) IVC SECTION 5/11- 406(a) & 408(a) SEE SR1050 INSTRUCTION MANUAL PAGE 11

21 PROPERTY DAMAGE THRESHOLD EXAMPLES A 2-VEHICLE CRASH OCCURS CAUSING $800 DAMAGE TO ONE OF THE UNITS. ONE DRIVER IS INSURED BUT THE OTHER IS NOT; THEREFORE, A REPORT IS REQUIRED USING THE $501 - $1,500 THRESHOLD BELOW. DAMAGE TO ANY

ONE PERSONS VEHICLE/PROPERTY $500 OR LESS $501 - $1,500 OVER $1,500 22 PROPERTY DAMAGE THRESHOLD EXAMPLES IF BOTH DRIVERS HAD BEEN INSURED AND

THE DAMAGE REMAINED $800, NO REPORT WOULD BE REQUIRED. HOWEVER, IF ANY DAMAGE OVER $1,500 OCCURRED TO EITHER UNIT, A CRASH REPORT IS REQUIRED REGARDLESS OF INSURANCE. NOTE: IF INSURANCE IS UNKNOWN, ASSUME THEY ARE UNINSURED (HIT & RUN OR PARKED-NO DRIVER). 23 THE NUTS AND

INTERSECTION. DID THE INTERSECTION HAVE ANY BEARING ON THE OCCURRENCE OF THE CRASH? 31 PRIVATE PROPERTY DAMAGE TO PRIVATE PROPERTY

DOES NOT EQUATE TO A PRIVATE PROPERTY CRASH IT IS NOT A PRIVATE PROPERTY CRASH IF THE CRASH BEGINS ON A ROADWAY SEE SR1050 INSTRUCTION MANUAL PAGE 10 32 33

38 CRASH DATA IS A STRATEGIC ASSET CRASH DATA IS FUNDAMENTAL TO THE PLANNING, OPERATION AND EVALUATION OF SAFETY PROGRAMS.

FEDERAL TRAFFIC SAFETY AGENCIES HAVE A COMBINED BUDGET OF OVER 2.5 BILLION DOLLARS PER YEAR. NHTSA $700 MILLION FMCSA $500 MILLION FHWA $1.2 BILLION 39 COLLISION TYPE (COLL) SINGLE VEHICLE CRASHES

MULTI-VEHICLE CRASHES 40 COLLISION TYPE (COLL) A SINGLE VEHICLE CRASH OCCURS WHEN A MOTOR VEHICLES FIRST

DAMGAGE/INJURY IS WITH SOMEONE OR SOMETHING OTHER THAN ANOTHER MOTOR VEHICLE SEE SR1050 INSTRUCTION MANUAL PAGE 17 41 (COLL) TYPES SINGLE VEHICLE CRASH TYPES 1 PEDESTRIAN 2 PEDALCYCLIST 3 TRAIN

4 ANIMAL 5 OVERTURNED 6 FIXED OBJECT 7 OTHER OBJECT 8 OTHER NONCOLLISION 42 SINGLE VEHICLE CRASH EXAMPLE Example: Unit 1 slips on a patch of ice, spins out of

control, leaves the roadway and strikes a tree in the median. This should be coded 6 Fixed object. Note: simply losing control and leaving the roadway does not, in this case, involve a harmful event. Consideration must be given to when damage actually occurs. Therefore, losing control does not warrant coding this crash 8 Other noncollision. 43 COLLISION TYPE (COLL)

A MULTI-VEHICLE CRASH OCCURS WHEN A MOTOR VEHICLES FIRST DAMAGE/INJURY IS WITH ANOTHER MOTOR VEHICLE REMEMBER: THE INTENDED DIRECTION OF TRAVEL PRIOR TO THE ONSET OF THE CRASH WILL DETERMINE COLL TYPE

SEE SR1050 INSTRUCTION MANUAL PAGE 17 44 (COLL) TYPES MULTI-VEHICLE CRASH TYPES 9 PARKED MOTOR VEHICLE 10 TURNING CRASH 11 REAR END 12 SIDESWIPE SAME DIRECTION 13 SIDESWIPE OPPOSITE DIRECTION 14 HEAD ON 15 ANGLE

45 MULTI-VEHICLE CRASH EXAMPLE Unit 1 W N S E

Example: Unit 1 approaches a four-way stop intersection from the east. Unit 1 slides on a patch of ice, spins through the stop sign striking Unit 2, then proceeded westward through the intersection. This should be coded as 15 Angle; based on the intended direction of travel for each unit prior to the onset of the crash. 46 MULTI-VEHICLE CRASH EXAMPLE

Unit 2 Unit 1 Example: Two motor vehicles are on the same roadway heading in opposite directions. Unit 1 loses control, crosses a median, and strikes Unit 2 at an angle, with nearly all damage occurring on one side of each motor vehicle. This should be coded as 13 - Sideswipe opposite direction, even though the motor vehicles collided at an angle, based on the intended direction of each unit prior to the onset of the crash.

47 EVENTS WHAT DID EACH VEHICLE COME INTO CONTACT WITH? 48 EVENT CODES FOR PARKED VEHICLE AS UNIT 1 BACKS OUT OF A PARKING STALL AT A SHOPPING MALL, IT STRIKES UNIT 2, WHICH IS

PARKED. WHICH EXAMPLE IS CORRECT? 49 EVENT CODES FOR PARKED VEHICLE AS UNIT 1 BACKS OUT OF A PARKING STALL AT A SHOPPING MALL, IT STRIKES UNIT 2, WHICH IS PARKED. WHICH EXAMPLE IS CORRECT? 50
